Mizoram University Signs MoU with Principal Accountant General, Mizoram to Strengthen Research and Technology-Driven Auditing

Aizawl, 16 December 2025: The Memorandum of Understanding (MoU) between Mizoram University (MZU) and the Office of the Principal Accountant General (PAG), Mizoram, was formally signed in a brief yet significant function held at the Mizoram University Administrative Conference Hall at 11:30 a.m. on December 16, 2025. The event brought together senior officials from both institutions to mark the beginning of a collaborative partnership aimed at strengthening research, policy evaluation, and technology-driven auditing practices.
The programme commenced with a warm welcome address by Prof. Bhartendu Singh, Department of Commerce, Mizoram University, who extended heartfelt greetings to all dignitaries and participants gathered to witness the important occasion. Prof. Singh provided a concise yet insightful overview of the history, growth, and organizational structure of Mizoram University. He introduced the various Schools and Departments under the University, highlighting their academic strengths and contributions. Emphasising the significance of the MoU, he noted that the collaboration between two premier Central Government institutions would open new avenues for academic–administrative synergy, capacity building, and knowledge exchange.
Following the welcome address, Ms. Elvina L. Leivon, Senior Deputy Accountant General, Mizoram, delivered an informative presentation outlining the role, mandate, and responsibilities of the PAG Office. She elaborated on the institutional functions of the office in ensuring accountability, transparency, and financial propriety within government systems. Ms. Leivon then highlighted the key components of the MoU, focusing on its objectives and areas of cooperation, which include policy evaluation, the use of Remote Sensing and GIS tools, and technology-enabled, data-driven auditing. She also explained the respective roles and responsibilities of PAG and Mizoram University in operationalizing the partnership. Her presentation underscored the potential of the collaboration to enhance evidence-based decision-making and strengthen institutional capacities on both sides.
The formal signing of the MoU was then carried out by Prof. Lalnundanga, Registrar, Mizoram University, and Ms. Elvina Lalmuanpuii Leivon, Senior Deputy Accountant General, Mizoram. The signing was witnessed by Dr. Zonuntluanga, Joint Registrar (Establishment), Mizoram University, and Shri Mark Zomawia Zote, Senior Audit Officer, AG Office. The formal exchange of the signed documents marked the official commencement of the partnership.
After the signing, Shri Samar Kant Thakur, Principal Accountant General, Mizoram, addressed the gathering. He expressed his appreciation for the initiative and emphasised the importance of forging meaningful collaborations between institutions committed to public service and good governance. Shri Thakur highlighted the need for a follow-up meeting involving officials from both sides to identify specific areas where mutual support and cooperation could be strengthened. He reiterated the value of working together to explore innovative approaches in auditing, research, and policy evaluation.
Prof. Dibakar Chandra Deka, Hon’ble Vice Chancellor, Mizoram University, congratulated both institutions on formalising the MoU. He stressed the importance of ensuring that the MoU becomes functional, vibrant, and impactful in practice. Drawing from his past experiences with the Accountant General’s offices in Guwahati, Prof. Deka noted the critical role such offices play in maintaining financial discipline and transparency while facilitating institutional functioning. He expressed optimism that the collaboration would yield meaningful outcomes for both parties.

He also acknowledged the presence and support of Prof. Vanlalchhawna, Finance Officer, MZU; Dr. K. Zirnunsanga, Joint Registrar (Finance); Pu Lalchhuanawma Hrahsel, Internal Audit Officer; Dr. Ambeth Kumar, Head, Department of Computer Engineering; the PR Cell of Mizoram University; and other officials from the PAG Office. Dr. Zonuntluanga thanked all attendees for contributing to the success of the event despite their demanding schedules.
The programme concluded with closing remarks by Prof. Bhartendu Singh, who invoked the mottos of the two institutions—“Dedicated to truth in public interest” and “Greater Deeds Remain”—as guiding principles for the newly established partnership.
The MoU signing ceremony marked a promising beginning to a collaborative journey aimed at enhancing institutional capacities, promoting research-driven auditing practices, and fostering a culture of transparency and innovation.
